Learning outcomes This curricular unit aims to work on concepts and instruments for the analysis of public policies directed towards regional and local development and to discuss models of citizen participation in its design, implementation and evaluation. The skills developed should enable the students to assess the importance of regional and local competitiveness of economic policies within the framework of the European Union and globalization; analyse the issues of the ‘territorialization’ of public policies, namely their economic and political foundations; examine and discuss the challenges faced by urban, rural and low-density regions and the role of knowledge and innovation systems for their sustainability; analyse and discuss the effects of Europeanisation on governance systems as well as the participation of the local and regional issues in a multilevel institutional framework.
Syllabus 1. Territorial dynamics of the European Union, trends and relevant issues; 2. Regional and local competitiveness and public policies; theoretical and empirical elements; 3. Competitiveness and spatial planning policies, urban, rural and low density regions; 4. Structural policies and multilevel governance in the European Union; 5. Public policies and territorial development case studies; 6. Incidences of the representative democracy crises at local / regional level; 7. Democratic alternatives of collective organisation in the formulation and implementation of local / regional public policies.
