Learning outcomes -Provide solid training in regional and local government, from a descriptive and comprehensive point of view, as well as demonstrative and practical
-Understand the different models of subnational public management
-Provide training in analysing and critically evaluating the reforms implemented and under discussion
-Provide training in analysing and evaluating public policies and local finances
-Know the historical and legal framework, as well as the competences of subnational administration, in Portugal
Identify the mechanisms, norms and webs of relationships of the regional and local political system
-Explain the characteristics of subnational and local governance
Identify the path of local administrative modernisation in Portugal
-Use local governance tools
-Understand the structure of local power and the current subnational political system
-Explain how local public services are organised
-Recognise local initiatives and assess their impact on the community in which they operate

Teaching Methodologies and Assessment Criteria The teaching methodologies are aimed at achieving the learning objectives, namely through reading and analysing bibliographical references and legislation, using a variety of empirical information (maps, statistical and demographic data, digital content), reconciling theoretical-practical classes with the various stages of continuous assessment.
