Learning outcomes This course aims to provide a solid foundation in regional and local governance in Portugal. Students should develop an understanding of the structure of regional and municipal government, identify the main mechanisms, norms, and relationships within the subnational political system, and critically assess reforms, public policies, and regional and local administration. Furthermore, the course seeks to equip students with the ability to analyse the challenges of decentralisation and regional and local development, fostering analytical skills and critical reflection on municipal public management.

3.1. Limitations of municipal bodies and constraints on pluralism
3.2. Local government and relations with traditional media, social networks, and civil society
3.3. Quality of local governance, municipal transparency, and accountability

PART IV. Cooperation, decentralisation, and regionalisation
4.1. Decentralisation and multi-level governance
4.2. Regionalisation and territorial reforms
4.3. Vertical and horizontal municipal organization

PART V. Municipal Management
5.1. Local finances and municipality budgets
Teaching Methodologies and Assessment Criteria Written test (50% of final grade) – at the end of the semester;
Assignments throughout the semester and class discussions (40% of final grade);
Participation and attendance (10% of final grade).
